The impact of the riots occurred in Tibet in China has spread in ripples internationally as seen in the expressions made to boycott the Opening Ceremony of the Beijing Olympic Games and vigorous protest actions against torch relays in London and Paris.

The Ordinance to Prohibit Check-off System Approved by the Osaka City Assembly

The Osaka City Assembly approved, in its plenary session held on 28 March 2008, “Draft Ordinance to Revise Part of the Ordinance Concerning the Salary of the City Employees” submitted by a group of assembly members composed of those who belong to the Liberal Democratic Party and the Citizen’ Club. Thereby, the check-off system of union dues for Osaka City Employees Union will be abolished from FY2009. This measure to one-sidedly prohibit the check-off system of union dues constitutes the denial of the right to organize of the workers and unfairly interferes politically with the autonomy of the labour-management relationship. RENGO can never accept this action by any means.

Cabinet's Endorsement of a Bill to Reform National Public Service Personnel System

The Japanese Government endorsed a bill to reform the public servant system at its Cabinet meeting held today on April 4, 2008. The bill has been formulated on the basis of former two Cabinet endorsements made on “The Reform of Public Servant System” (on April 24, 2007) and “2007 Basic Policy for Economic and Financial Reforms” (on June 19, 2007). The bill, however, does not meet the level of the reforms recommended by “The Report of the Advisory Panel on Comprehensive Reforms of Public Service Personnel System” (hereafter “The Report of the Advisory Panel”) which was submitted to Prime Minister Fukuda on February 5, 2008. We have to express our extreme dissatisfaction with the bill.
