Discourse about the enactment of Human Rights Education and Enlightenment Promotion Law

  1. The bill of Human Rights Education and Enlightenment Promotion Law was passed at the Upper House plenary session today by an overwhelming majority by both ruling and opposition parties.

  2. The law is aimed at preventing an unjust distinction and unjust infringement of the people's rights that are depended a social status, a family status, a race, a principle, sex, and sickness. The law clarifies enforcement of human-rights education and enlightenment and duty of the Central and local governments and the people. It imposes a duty of the government to draw a master plan and to report it to the National Diet.

  3. Moreover, the law states that the people have to try to contribute to realization of the society by which human rights are respected in Article 6 in order to realize respect and establishment for human rights. It also emphasizes duty of the people. Since many of actual infringement of the people's rights and discrimination have occurred in the community, the measure of various human rights movement rooted in such an area is important.

  4. In order to realize the society by which human rights are respected, just the old administrative and financial measure is inadequate, and a human-rights law system must newly be improved. The foundations for building the society by which human rights are respected are improving the education and enlightenment about human rights. It can be called one big step to enact the law as a measure to promote the human-rights education and enlightenment.

  5. The way in which human rights protection of our country should be is examined by the governmental Human Rights Protection Promotion Council now. Installation of the independent organization that has a right of compulsive investigation for rescue of an infringement-of-the-people's-rights victim etc. was proposed in its interim report. Ms. Junko Takashima, Assistant General Secretary of RENGO participates in the Council and has proposed policies and the system towards protection and establishment of human rights. RENGO strengthens the measure turned to the protection and establishment of human rights as one of the big pillars of a labor movement in the future, cooperating with various human rights movement.
