The discourse to the basic design of government official system reform

  1. Toda, the Administrative Reform Headquarters determines the basic design of government official system reform, which shows the frame of a new government official system and points for further examination challenge to shape up the frame. Furthermore, the Administrative Reform Headquarters officially announces that it will formulate the fundamental principles by the end of this coming December. The basic design includes establishment of a new personnel management system based on the introduction of "capability grade system" and foundation of "national strategy staff", etc and will examine restrictions of fundamental workers' rights in relation to these new proposals.
    Although RENGO has asked that the Headquarters should consult trade unions in drafting the design, it is a problem to have determined and announced the design without any consultation.

  2. The basic design proposes that ministers strengthen the personnel affairs and organization management system of respective ministries and that the role of central personnel governmental agencies, such as the National Personnel Authority, is limited to "an ex post facto check." On the other hand, the basic design postpones discussion on fundamental workers' rights. If the role of the National Personnel Authority which is a third party existing as a compensatory function of the restrictions of fundamental workers' rights is reduced, it is natural that fundamental workers' rights for governmental employees should be fully respected and their working conditions, including wages, should be determined collective bargaining.
    Moreover, in spite of criticism on the evil of the bureaucrat initiative administration, it has not turned the eye to reform of a "career system", such as retaining the examination system for the first-class service. It also admits "coming by orders from above" of a bureaucrat as matter of fact.
    People are criticizing exclusive and privilege bureaucrat administration strongly. The basic design does not accept this criticism with sincerity, but avoids reform. It is not acceptable.

  3. In the 89th ILO Conference in June this year, RENGO denounces the government for advancing review process of the government official system without any consultation with trade unions. Consequently, a government representative speaks: "The government will continue the review based on sincere negotiation and consultation with related employees' organizations from now on." The government has to protect this international pledge and has to perform sincere "negotiation and consultation" with trade unions in a future examination.

  4. As regards the government official system in the 21st century, RENGO will request for establishment of fundamental workers' charter in the public sector, establishment of the personnel management and assessment system through negotiation and consultation and application of Labor Standard Law to a government official, etc. This is aimed at democratizing the government official system.
    RENGO cooperates with its affiliates and does its best to ensure that reform of the government official system is advanced by the negotiation and consultation with trade unions.
