Discourse concerning the approved
2001 budget bill

  1. The budget bill for the 2001 fiscal year was passed in the Upper House plenary session by a majority of agreeing governing parties, as originally proposed by the government. The budget is composing the large-sized budget for three consecutive years and the general account amounts to a little less than 83 trillion yen taking into consideration the market. However, while the unemployment rate tends to be closed to 5%, the positive measure that cancels the uneasiness of living and employment of working people is missing. The budget is drawn up as in the past and does not take into account the voice of the people frightened of future uneasiness. RENGO strongly protests with anger against the budget that does not look back upon living of working people.

  2. In the Standing Committee on Budget of both Upper and Lower Houses, the government and the Liberal Democratic Party have ignored the voice which asks for the thorough investigation to the structural decomposition problems of the Liberal Democratic Party politics, such as "the KSD corruption" and "the secret diplomat fund scandal." On the other hand, the four opposition parties centering on the Democratic Party jointly submitted recombination of public works and the "opposition party common budget recombination demand", and tackled budget recombination. However, the government and governing parties closed deliberations by the power of a number, adopted the bill today.
    The governing parties have urged the government to implement an emergency economic measure on March 9 in order to respond the current depression. However, the contents include the measure against a stock price that only patches up near future, and the measure to promote forcible disposal of nonperforming loan, which will inflame the future uneasiness of working people.

  3. RENGO has urged to include in the 2001 budget measures to promote the stability in employment and living, including a radical unemployment policy and economic measures to stimulate personal consumption and strongly called for the recombination of the budget in cooperation of the opposition parties. However, the government completely ignored the voice of working people, and formed government budget without any amendment.

  4. RENGO continues to ask for the stability of living and employment and realization of economic recovery through employment policy to overcome the worst ever unemployment situation and better social security policy to cancel the uneasiness about future. Simultaneously, RENGO requests that the three ruling parties, who do not listen to the voice of the people, working hard to hide political decomposition, should step down from the power. RENGO will gather voices of the people and widely appeals for establishment of the political power, which has responsibility in living, and employment of the people.
