Comment on Emergency bills

  1. The Cabinet adopted yesterday a set of three bills on emergencies directly affecting the security of Japan. It is necessary to carefully discuss this subject among the people with various opinions, not rashly jumping to conclusions.

  2. If an example is given, while there is opinion "why they are now and legal framework for emergencies", there is also voice which "needs to argue at the time of peace." Moreover, there is also an opinion with "we should argue about measures to respond to emergencies, including a serious natural disaster".

  3. There are also voices: There is a possibility that the freedom, including the freedom of speech, may be threatened; and the serious influence for rights of the people right will be done if this argument is advanced. Moreover, there is also indication about the relation with the Constitution.

  4. Rengo has set a working group on "the basic policy of the Nation", chaired by myself. This working group will adopt a Rengo's position on Emergency bills at the beginning of May and Rengo will announce it soon after it is approved by the executive board.
