"Block the LDP's single majority": Rengo affirms at its 5th Convention the counterplan for the 18th House of Councillors' election

Rengo adopted at its 5th Convention the counterplan for the election of the House of Councillors as proposed by the General Secretary, which contained concrete actions to be taken by the affiliate and the local Rengo's.
Introduction

Rengo has been consulting with the political parties that are in cooperation with Rengo for the House of Councillor's election based on the conclusions adopted by its 25th Central Committee (25 June 1997). Although all the parties understand the necessity of joint struggle in constituencies, they have not reached an agreement yet due to their assertion to maintain the patties' individuality for the proportion-election. On the other hand, the LDP has succeeded to ensure the majority in the House of Representatives with transferring members from the other parties and it is now aiming at the majority in the House of Councillors. Recognizing that it is important to unify all the cooperating parties together in order to actualize various workers' demands, Rengo is establishing the following necessary arrangements with its affiliates and local Rengo's.
Nominating candidates (Proportion election): Expecting the election of all Rengo-supported candidates, in particular those who would be nominated from Rengo itself, Rengo will promote common agreement on the list of candidates among the affiliates and local Rengo's with the coordination among the political parties. If such a list could not be agreed, Rengo will propose another counterplan at the 26 Central Committee, which is scheduled to take place on 20 November 1997.
Nominating candidates (Constituency election): Rengo should promote unified nomination in one-election constituency (24 districts) and two-election constituency (18 districts) with the coordination between parties. Rengo should also explore the possibility to have unified nomination, regardless the framework of political parties, in 3- and 4-election constituencies.
Adopting the list of nominated candidates: Rengo will adopt the first list of candidates nominated by Rengo at the 26th Central Committee.
Actions to expand the supporters and to prevent abstention: to be proposed at the 26th Central Committee.
Adoption of the election policy: Rengo in consultation with the political parties will announce the first basic policy for the election on 20 November 1997.
