Rengo demands the repeal of a Medium and Small-sized Enterprises Agency's document


It was found on 12 September that the Medium and Small-sized Enterprises Agency (MSEA) had issued a document which might be interpreted as encouraging the violation of the 40 working hours a week legislation.
This document, published on 7 July 1997, was entitled the countermeasure to the 40 working hours a week, which suggests to implement 40 hours in two years time making use of the two-year grace and to review the wage system leading to the reduction of net income.
It publicly encouraged medium and small-sized enterprises to violate a provision of the Labour Standards Law.
On 12 September, Rengo announced its view to impeach the MSEA for its encouraging the violation of the Law.
Rengo also demanded the MSEA' Director-General Mr. Hayashi to repeal and retrieve the document and to publish guidelines to implement completely 40 hours a week.
In response to this demand, the MSEA stated that this document might create misunderstanding. It noticed that the document should be repealed and that the 40 hours per week legislation should be fully respected and implemented.
