Setting 18 - 26 March as the climax of Shunto

At the Central Struggle Committee on 14 January, Rengo decided to set 18 - 26 March as the climax without intermission. Each union will submit the demands by 20 February for Rengo as a whole to punctuate the stage of the demand submission by the end of February.
1. Promoting the short-term and intensive negotiation Following the 1997 Spring Struggle, the short-term and intensive negotiating procedure about working conditions (wage, shortening working hours and extending collective agreement) should be promoted. In doing so, at least one month should be secured as the negotiating period in order to synchronise the submission of demand and the negotiation by various unions. And the following time schedule has been decided aiming at the unified promotion of the struggle by Rengo and its affiliates.
  1. Demands should be submitted to the management by Friday, 20 February and negotiation should start immediately.
  2. In order for the demands to be replied within March, the peak constant negotiation period should be set 18 - 26 March.
  3. The affiliates should as far as possible strengthen the cooperation between large and small-scale companies and reinforce the beginning stage of the struggle for early settlement. In correcting wage disparity, Rengo will organise a forum on 26 January to analyse cause of the disparity and discuss the introduction of the individual-specific wage system and other measures.
  4. The areas of action for "the local market joint struggle" should be decided by the end of March for the purpose of early settlement. President and General Secretary of Rengo will have a series of discussions with representatives of the local Rengos.
2. Actions for the minimum wages and the improvement of working conditions for unorganised workers
  1. Actions related the minimum wages should focus on including or the provision into the collective agreement of intra-enterprise minimum wage or revising it. The industrial unions should go on with setting the industrial minimum wages and, if it is already available, revising it.
  2. For the purpose of improving working conditions for unorganized workers, Local Rengos should cooperate with their industrial affiliates in submitting the demands concerning minimum wages to local employersÕ associations and Perceptual Labour Standards Offices by early March.
