An All Out Absentees' Voting Action is Called for
The Key for DPJ's Victory Lays on the Rise of Turnout Rate
(3 July 1998)

The hard election campaign for the 18th Upper House election came into the final stage. RENGO Central Committee for the Upper House Election, chaired by Mr. Washio, the President of RENGO, requested the last 5 actions to its affiliated unions and local RENGOs on 24 June. The 5 actions are (1) Spread of significance and importance of the election and RENGO nominated candidates, (2) Strong extension of promotion of voting by RENGO union members, (3) Negative campaign of Democratic Party of Japan (DPJ), (4) External expansion of the campaign, (5) Strengthening the campaign of the national proportional constituency. On 1 July, RENGO held the general secretaries' meeting of its affiliates and discussed the situation and action on the national proportional and prefectural constituencies. At the meeting Mr. Sasamori, the General Secretary of RENGO, appealed the importance of the turnout rate and the absentees' voting action by commenting, "The situation is quite severe for us.
