RENGO Requested "Administration by Rule"

The Basic Law on Central Government Reform passed at the plenary session of the Upper House on 9 June. According to the enforcement of the law, the administration reform promotion headquarters is set up immediately. The office will embody the administration reform by making the administration simpler and more efficient by means of reorganization into 1 cabinet office and 12 ministries, strengthening the cabinet office facility and establishment of the independent administrative agency for more "simple, efficient and transparent" government.

RENGO pointed out strongly that the government proposed bill lacks "the establishment of efficient and fair administrative system with direct connection to people" and "the conversion of the present discretionary bureaucratic decision making into the one by rules", and appealed to amend it to the government and political parties. RENGO will keep promoting the amendment in the course of reform process. RENGO still more requests the early setup of the third party committee to supervise the reform operation and the participation at the said committee by a RENGO representative.

RENGO Pointed out Problems 4 Parties' Co-Proposed Amendment Bill on Leased Land and House Law

4 political parties, the Liberal Democratic Party (LDP), the Social Democratic Party (SDP), Sakigake and the Liberal Party (LP) submitted the partial amendment bill on leased land and house law to the House of Representative on 5 June. To this bill, RENGO released Mr. Sasamori, General Secretary's comment on 9 June saying that RENGO could not accept it because of some hindrances to reduce the rights of tenants.
