RENGO and Nikkeiren requested Emergency Employment Measures

RENGO and Nikkeiren, Japan Federation of Employers' Association, put up a joint request to the government on the execution of emergency employment measures on 24 April. This joint request was based on "the Joint Proposal Regarding Emergency Employment Measures" adopted by the two parties on 13 April. The summary of the request is as follows;

1. Extension of economic policy and support measures which generate stability and generation of employment.

    1. Large scale tax cut, those are, income tax cut for improvement of living standard and expansion of consumption, nursing tax cut as political one and corporate tax cut for revitalization of enterprises.
    2. Extension and maintenance of life related social capitals and new social capitals by revising long term government programmes of the public sector.
    3. Supply of necessary capitals for the sound management of companies, expansion of loan amount and easing loan conditions by government owned small and medium finance institutions and extension of its target to medium-scale enterprises by the Credit Guarantee Association.
    4. Revision of taxing standard to venture enterprises and standardization of venture capital market.

2. Early implementation of new industrial and employment generation measures.

Enlargement and standardization of social capitals of 4 employment generating sectors, such as housing, information and communication, environment and medical-welfare.

3. Human power development and unification of qualification systems in medical and nursing sector.

    1. Early attainment of "New Gold Plan" and promotion of supplying nursing services for aged based on "Super Gold Plan".
    2. Unification and simplification of educating agencies and qualification systems of social-welfare sector workers, such as home helpers, because those agencies and systems are divided by several ministries of the central government.
    3. Enlargement of nursing services by the public health sector which includes human resources development and active introduction of private sectors into hospitals and home care services.

4. Extension of the specific recession areas and industries and reconsideration of its standard of specification

5. Enlargement of the base of manufacturing industry and secure and development human resources

6. Activation of local industries and generation of employment
