Work for Power Shift With Democratic Party As Axis
RENGO Plan (Pt. 1) to 42nd House of Representatives Election
(16 July 1999)

On July 15, at the 26th Central Executive Committee Meeting RENGO vowed to fight with all its might for the election under the premise to "support the Democratic Party as the pivotal party for a single-seat constituency election, and give total support to the Democratic Party for the proportional representation election."
Now RENGO is pushing ahead with preparations for a change of regime after the dissolution of the Lower House of Representatives and the following General Election.
RENGO's political principle is to "essentially aim for the aggregation of new political forces that can assume responsibility for taking power and seek a two-party system." RENGO considers the Democratic Party of Japan to be the "axis of a new political force" which is actively involved in various activities for working people. In the meantime, RENGO continues to strive to gather a diverse range of political forces together.
RENGO established plans to work for the 42nd House of Representatives Election realizing that it is a crucial struggle for a change of power.

1. Basic Plan

At the 42nd Lower House Election, RENGO is seeking to help the Democratic Party gain the majority and realize a shift in power from Liberal Democratic Party based forces to Democratic Party forces.
To that end, RENGO currently is working for the nomination of Democratic Party-centered unified candidates at many single-seat electoral districts.
RENGO will endeavor to fight for the election under the following plans.
(1) Fight for the Democratic Party to emerge as the pivotal force in election single-seated constituencies.
(2) Fight for the Democratic Party to win at all costs in elections for proportional representation.
(3) Constituent organizations and local RENGO will work in cooperation to support RENGO nominated candidates.
(4) Call upon union members, their families, and all citizens of the nation to actively participate in politics.

2. Concrete Plan

(1) In Conjunction with Political Parties
Fight in single-seat constituencies for the Democratic Party as the pivotal force and for proportional representation giving total support to the Democratic Party. At single-seat constituencies, RENGO will cooperate as much as possible in arranging for the nomination of Democratic Party candidates.
(2) Activities by constituent organizations and local RENGO
RENGO, constituent organizations, and local RENGO will carry on activities in cooperation for a common goal. To that end, constituent organizations and local RENGO will start preparing early for the dissolution of the House of Representatives and the subsequent election, while at the same time creating concrete plans.
Carefully exchange information to strengthen mutual cooperation and enhance effective and smooth activities that are well coordinated between constituent organizations and local RENGO. Especially local RENGO will strengthen ties in local blocs which correspond to proportionally represented districts and promote measures for various issues which overlap prefectural boundaries.
(3) For Union Members
Impart RENGO's commitment and the political parties and candidates it supports to union members. See that every union member shows interest in the election and that voting rates for members and their families increase. Each organization will continue with activities that more unionists can join and work for, while evaluating the overall situation of organizational activities.
(4) For political participation by citizens
Appeal to citizens on all levels to "Act to change politics" and push the drive nationwide, which will generate new politics based on a broad base of political participation. To do that, the campaign will be supported in full force by all of our organizations to raise voter turnout rates and fight voter apathy. RENGO vigorously urges and especially calls on independent voters to participate in politics since they do not have any specific party affiliation.
Further, special measures will be taken separately for constituencies where there are a large number of estimated favorable votes.
(5) The House of Representatives Election Promotional Organization and its activities
Plans will be proposed at the coming Central Executive Committee Meeting for specific promotional organization activities.
