Enforcing Women's Activities in Regional Areas
Establish the "Gender Equal Participation Promotion Committee" at Local RENGO
(1 October 1999)

On September 10, at the 28th Central Executive Committee Meeting, RENGO endorsed a plan that would establish a new "Gender Equal Participation Promotion Committee" at each of its local RENGO. The special committee, which until now has functioned under the current "Women's Committee," will be established separately as the "Gender Equal Participation Promotion Committee." The "Women's Committees" will be active bodies that are to be positioned under the jurisdiction of each local RENGO's Secretary General.

I. Establishing the "Gender Equal Participation Promoting Committee"

1. Role and Duties
  The Gender Equal Participation Promotion Committee shall deliberate and report the following items.
  (1) Establish gender equal (women) participation promoting plans, inspect and evaluate their progress.
  (2) Set gender equal policies and policies that improve labor conditions for women.
  (3) Any other items related to principles regarding women's activities.
2. Position
  The Gender Equal Participation Promotion Committee shall be placed as a special committee under the executive committees of each local RENGO. 
3. Organization
  (1) The Gender Equal Participation Promotion Committees shall be organized with a President, Deputy President, Secretary General from each local RENGO, executive committee members and representatives from the Women's Committees of each local RENGO. At least 30% of the total membership will be made up of women.
  (2) The Deputy President shall be assigned as the committee chair and the manager will be the official in charge of women's activities in the secretariat of each local RENGO.

II. Reinforcing Women's Committees

1. Role and Duties
Based on female empowerment, the Women's Committees will collect data on problems relating to women, upgrading their importance as the focus of future activities. The committees will promote plans and activities for women that seek to realize a gender equal workplace and society. The committees will encourage the following plans and activities.
(1) Create annual activity plans.
(2) Prepare drafts for policies regarding gender equal problems and principles improving wages and labor conditions for female workers.
(3) Train women leaders.Radically reform the Pension/Medical Care system
(4) Work on all general women-related activities.
2. Position
Women's Committees will be active committees accountable to the General Secretaries of each local RENGO.
3. Organization
Women's Committees should be organized with female officials (including persons in charge of women's activities) from all constituent organizations.
4. Officials
(1) The committees may assign officials to positions including the Chair, Vice Chair and Secretary General.
(2) Committee representatives must be local RENGO officials.
5. Management
(1) Officials in charge of women's activities at local RENGO will be assigned to manage the Women's Committees.
(2) As needed, a board committee may be organized for committee management.
6. General Assembly, etc.
The Women's Committees have held general assemblies until this time. General assemblies will be held in the regions where they would be deemed most effective, otherwise another option would be an expanded Women's Committees or women's rallies. In either instance, we will actively pursue any original and constructive activities that encourage female unionists to participate and work for women's activities.

III. Assign People in charge of Women's Activities and Full-time Officials

1. Place an Assistant Secretary General in charge of women's activities at local RENGO and move toward appointing full-time female Executive Committee Members.
2. Attempt to place female full-time executives initially in key local RENGO in each local bloc and thereafter gradually increase their numbers throughout the entire organization.
3. Train female workers at each local RENGO to be women's activities staff members as well as opening the way for them to become officials.
