The 12th Central Executive Committee Meeting
RENGO pushes through its positions within Councils
(25 August 2000)

Councils of various governmental offices have started or will start their deliberations in the view of submitting proposals to the extraordinary session of the Diet this fall. RENGO confirms its position in each council at its Central Executive Committee on 24 August. Position of the Councils are summarised as follows:

1.Tax system and economic related issues
Tax System Committee
-To repeal profit tax
-To introduce favorable tax for NPO
-To continue tax cut for housing loans

Economic Welfare Council
-To take measures for favorable tax system for NPO
Financial Councile
-To regulate new entrants into financial business from other sectors
-To institutionalize the protection of personal information

2.Labour and social issues
Women's and Minors' Problems Council
-To introduce part-time work system for child or family care
-To introduce paid child/family care leaves
-To reform Child/Family Care Law to the Law for Managing Both Work and Family by improving the existing child care system

Central Employment Security Council
-To review Employment Insurance undertakings as confirmed in the course of revising Employment Insurance

3.Social security-related issues
Wise Meeting on Social Security Structure
-To clarify the cooperation between pension and medical system
-To clarify the structure of contributions and benefits
-To indicate total visions to ensure reliable social security

Informal Committee on the Unification of Public Pension Systems
-To conclude an agreement that different workers' pensions systems be unified
-To examine carefully the integration of Agriculture & Forestry Mutual Pension into the Welfare Pension

Council for Medical Service Facilities
-To institutionalize the responsibility to report medical accidents
-To study the causes of medical accidents

4.Others
Judicial System Reform Council
-To promote the participation of the people into the judicial system
-To increase the number of legal professionals
-To unify legal professions
-To introduce the jury system
-To establish labour courts

Working Group on Bankruptcy Law, Legislative Council:
-To guarantee consultations with trade unions
-To include an escape clause

Central Environment Council
-To take into consideration the RENGO Environment Guidelines

Regulatory Reform Committee
-To reflect RENGO's positions concerning securities, transport, medical services and others, which confirmed at the RENGO Regulatory Reform Committee
