Establish Project for Civil Servant System Reform

Activities for Public Sector Basic Labor Rights Problem

On the 12th, RENGO endorsed present activities for the public sector basic labor rights problem at the 21st Central Executive Committee Meeting. Hereafter, RENGO will establish "Public Sector Basic Labor Rights/Civil Servant System Reform Projects" (committee chair: Murakami Policy Group Chief) and while keeping in contact with RENGO's Public Sector Liaison Councils RENGO plans to construct its basic policy draft by approximately mid-May.

1. Establishing the "Public Sector Basic Labor Rights/Civil Servant System Reform Project"
On March 27, the government decided and announced "framework for reform of the civil servant system" and is planning to arrange a preliminary design for reform of the civil servant system by June. The RENGO Civil Servant Liaison Council and its affiliate organizations have petitioned the government "establishment of basic labor rights for civil servants and the legalization of labor/management consultation system" and are preparing activities for its realization. As a part of that, RENGO is preparing to hold a central rally on April 24 at 6:30pm at Hibiya Open-air Concert Hall with 4,000 people from related unions. Further, RENGO plans to hold explanatory visiting actions for affiliated organizations from the private sector and study groups.
RENGO has endorsed that it will strive for "full recovery of basic labor rights for public workers and workers in public enterprises" in its basic objectives for the "Direction of RENGO" and has included "Recovery of Basic Labor Rights" in its demands every year.
Responding to the administration's civil servant system reform, RENGO will establish "Public Sector Basic Labor Rights/Civil Servant System Reform Projects" (Committee chair: Murakami Policy Group Chief with the participation of four Policy Divisions). Keeping in contact with the RENGO Public Sector Liaison Council, RENGO is working to arrange a draft of basic principles on the establishment of public sector basic labor rights and civil servant system reform by mid May.

2. RENGO Co-Sponsorship of the 4/24 Rally
The April 24th "Central Rally" is a meeting where affiliate organizations in the public sector of RENGO participate in demanding the "establishment of basic labor rights." Accordingly, RENGO is co-sponsoring this rally along with the RENGO Public Sector Liaison Council. Further, RENGO President Washio will give an address to represent the sponsor.

3. Open "Study Group on the Public Sector Basic Labor Rights" at local RENGO
Accepting RENGO headquarters proposed "project," local RENGO will work on holding "study groups on the public sector basic labor rights" from after the extended holiday season in May through June, receiving cooperation from related affiliated organizations.

4. The Request to Cooperate with the RENGO Public Sector Liaison Council Visiting Private Sector Affiliated Organizations
From April through May, the RENGO Public Sector Liaison Council will work on the "Explanatory Visits for the Establishment of Basic Labor Rights/Civil Servant System Reform" activities to affiliated organizations in the private sector. RENGO will ask affiliated organizations in the private sector to cooperate with these activities by the Public Sector Liaison Council.
