Budget Compilation that Prioritizes Job Measures
Budget Demands to Parties and Ministries

RENGO conducted its demand activities for the FY 2002 budget compilation and tax reform to political parties, ministries and agencies starting by submitting its demands to the Finance Minister on December 5. RENGO is demanding that they include measures to stimulate job creation, social security reform and infrastructure fortification.

Demand activities aimed at the Liberal Democratic Party (LDP) were conducted on December 12 with attendees including: President Sasamori, Vice President Tsumaki, General Secretary Kusano from RENGO and Secretary General Yamasaki, General Council Chairman Horiuchi, Policy Research Council Chairman Aso from the LDP. LDP Secretary General Yamasaki opened the meeting by saying, “(the LDP) wants to faithfully answer RENGO’s demands. (We) want (RENGO) to understand the LDP’s activities on its policies.”
General Secretary Kusano responded to Yamasaki’s talk by explaining the contents of RENGO’s demands, which include: (1) job creation/re-employment stimulation measures, (2) dissolution of the general pessimism over the future of pensions and medical care, (3) fortification of support for the jobless, (4) prevention of further deindustrialization of Japanese industry and small to mid-sized businesses bankruptcies, (5) reform of FY 2002 tax system, (6) establishment of basic labor rights for civil servants.

On December 14, VP Takagi, GS Kusano and others visited HLW Minister Sakaguchi and presented demands on issues including job creation and the expansion of employment insurance benefits. As RENGO pointed out, the current gap between the needs of those offering jobs and those seeking them is becoming severe. Sakaguchi responded to this saying, “in order to nurture system engineers and others with regard to job training, we want to explore various possibilities such as linking-up with corporations.”
The following is a schedule of demand activities conducted until now: December 5: Finance Minister, December 7: Ministry of Finance, Ministry of Health, Labor and Welfare, December 12: the Liberal Democratic Party, the New Komeito Party, December 13: the Social Democratic Party, the Economy, Trade and Industry Minister.
