Endorse Actions for Job Stabilization/Creation

At the 20th Central Executive Committee Meeting held on the 8th, RENGO endorsed activity plans for the establishment of work rules and the stabilization/creation of jobs. On the agenda included plans for a nationwide petition drive to force the government to realize the creation of 1.4 million jobs and displaying the numbers of jobs based on the local job creation plan.

1. Goals and Purposes
The total unemployment rate in January 2001 was 4.9%, the worst record ever for the second month in a row. More unemployed new graduates are anticipated after March and considering speculation that business will seriously restructure we can fairly expect to "exceed the 5% level" given the current conditions.
RENGO has promoted actions for policy and system demands that deal with the stabilization and creation of jobs beginning with the "1.4 Million Job Creation Policy" but with insufficient results. RENGO will point out government/management's insufficient actions such as the "Government-Labor-Management Employment Promotion Council" which has not been held in over a year even in these dire conditions. RENGO will realize its job/labor measures and advance activities ever more while maintaining an eye toward the upcoming House of Councilors election.
Consequentially, we will develop a nationwide petition campaign with the centerpiece of "Job Stabilization/Creation and the Establishment of Work Rules." Particularly, we will clarify the number of personnel and their allocation according to the more concrete "Job Creation Plan" based on each prefecture's activities. Thus RENGO will fortify activities to realize our goals.
Regarding more specific developments in activities, we will formulate them separately as soon as possible and keep you informed.

2. Specific Contents of Activities Development
(1) National Signature Collecting Petition Campaign

  1. We will conduct our national petition campaign to the government with the centerpiece of the "Job Stabilization/Creation and the Establishment of Work Rules."
    The petition includes the following main points to be immediately established:
    a) the realization of 1.4 million jobs creation and support policies for the early re-employment of the unemployed
    b) Establish the Worker Protection Law for restructuring of business organizations, etc.
    c) Legislate limits on dismissals and suspension of hiring part-time employment, and the four dismissal principles.
    d) Establish the Individual Labor Disputes Resolution System in the Labor Relations Commissions.
    e) Abolish prejudicial labor conditions by different job type.

  2. Activity periods will be targeted from the end of March to the middle of May and efforts emphasizing the street signature gathering campaign petition in an appeal to the general public.

(2) Presentation of Job Numbers based on Each Regional Job Creation Plan and Actions to Realize Demands

  1. Following the job creation policies established at each local RENGO through the framework of labor/management and government/labor/management compiled until now, organize and display concrete goals and numbers of jobs based on each region's characteristics and actual conditions, and develop activities to realize them.

  2. Each local RENGO will promptly raise demands based on their own regional Job Creation Plan (Job Creation Personnel Plan) to local governments working with related legislators on every level.
    Also, they will enforce appeals of RENGO's policies and activities for demand realization through elections for local governments and elections for local constituencies in the House of Councilors.

  3. RENGO will put together each prefecture's Job Creation Plans (Job Creation Personnel Plan), demand the government with the goal of compiling the supplementary budget, and fortify struggles at the Diet to realize our goals.
