Allow Selection of Dual Surnames
Demand to Minister of Justice Moriyama

(29 May 2002)

On May 29, near the end of the on-going Diet session, RENGO served a demand activity to the Minister of Justice Moriyama that sought submission and passage of a Civil Law amendment bill which would introduce legislation in the current Diet session to allow married couples to choose separate surnames. 11 participants from RENGO including General Secretary Kusano and Assistant Secretary General Hayashi, demanded swift action so that married couples could choose different surnames, and to create a society where gender equal participation is possible.

Responding to RENGO's demand, Minister of Justice Moriyama said, "we want to realize this as soon as possible. However, there are counter opinions that fear further breakdowns in family relationships. This is approaching a sort of deadlock within the Liberal Democratic Party." Hoping to breakdown deadlock in order to submit the bill to the current Diet session Moriyama continued saying "but we are trying to obtain a better understanding by revising a nuance so that 'different surnames are <exceptionally> selectable." She then requested that RENGO "urge other Diet members." Kusano responded saying that "RENGO will strengthen its activities with raising its voice ever more loudly.
