Fire Defense Law Article 16, paragraph 5

Heads of municipalities may, when they recognize the necessity, for the sake of preventing fires accompanying the stockpiling or handling of hazardous substances, order the owner, administrator or client of all places perceived to be stockpiling or handling a designated or larger volume of hazardous substances (hereinafter called “storehouse, etc” in this section), to submit materials, or request a submission of a report, or send personnel engaged in fire defense clerical work to enter the storehouse, etc., have them inspect the location and structure of the place or the storage or handling of hazardous substances, ask questions to the parties concerned, or have them remove the hazardous substances or substances suspected to be hazardous, removing only the minimum needed for testing.
